You should rotate the cooler 90 degrees so the fan is pulling air from the front of the case with the hot air coming out of it exhausting towards the rear of the case. The CPU fan is right up against the graphics card and is going to be restricted from sucking in air to cool the heatsink.

I also would not recommend having it the way you have it mounted. It's possible when you moved the computer around and installed the new PSU that it came loose. The CPU cooler must not be mounted securely to the motherboard. The RM650x has a semi-passive fan, so there's actually a chance the fan in the PSU isn't spinning at all. Here is a video, the capture rate of my camera is slow so it it looks funny.

I am almost 100% sure it is the CPU, I can actually see it.
